A recent ruling by the Traffic Penalty Tribunal has led to 13 motorists in Gloucestershire receiving a refund of their parking fines.

What had happened was that the private contractors were handling appeals, which is a breach of the legislation. 

If others have received parking tickets and appealed in these same circumstances, there appears to be a good chance the penalty may be quashed.
