In the Government plan to ease the burden of the bureaucracy a number of measures are proposed including the level of enforcement.
The new proposals seek to shift the focus from businesses that do the right thing with more focus on enforcement at high risk areas and dealing with serious breaches of the legislation. There will be a significant drop in the number of health and safety inspections. The cost is to be shifted from the tax payer to those businesses who break the law.
The levels of enforcement for major hazard industries such as chemical and offshore oil sectors will remain the same.
For lower risk areas and it would appear garage workshops may well fall in this category, proactive inspection is unlikely to take place. Follow ups to complaints and investigating incidents will still continue. HSE will seek to recover the costs of inspection/investigation where a serious material breach in standards is diagnosed and a requirement to rectify is made including follow-up visits.
